Add a completeness checklist

When creating/updating a task there should be a completeness checklist motivating users to fill in as much information as possible:

• basic information (description with at least x characters/sentences/...)
• language
• labels (min. 2)
• license
• min. 1 file, test (with file), model solution (with file)
