Possible issues with table m_loan_charge_paid_by #3468

Description

i noticed that the table m_loan_charge_paid_by --> column loan_charge_id is incrementing instead of recording the charge id. is this a bug?

Steps to Reproduce

look in the table m_loan_charge_paid_by, when a transaction with a charge is applied this table should store the charge id. instead it appears the column is storing an increamental number such that when i try to map this table to m_loan_charge to get the charge descriptions it is impossible.

Perhaps i could be wrong in my thinking. I hope i have logged the issue in the correct place.
