Operator Code Enhancements

This PR introduces several significant improvements to the operator. The following changes have been implemented:

ConfigMap: Added code for reconciling and creating ConfigMap in the operator's controller file.
Ingress: Added code for reconciling and creating Ingress in the operator's controller file.
deploy-operator.sh: Added a script to set up the operator over mifos-gazelle.
ys_values.yaml: Values file to upgrade paymenthub's helm deployment using mifos-gazelle script.

Following new files added:

deploy-operator.sh
ys_values.yaml
