This PR implements the following ;

a non interactive command line interface.
Specification of run config in command line args
Implement function to cleanly delete apps during infra teardown

Hey @elijah0kello , I think for now you should just go ahead and merge this and then I think we want to probably create a dev branch for all future dev work to be merged into and then protect the main branch and basically get ready for more contributors and a little bit more formalisation of our ops.
