Wheels: ARM64 (Linux/Windows) #1635

With new GH runners, we could publish ARM64 wheels also for Linux and Windows: https://github.blog/changelog/2024-06-03-actions-arm-based-linux-and-windows-runners-are-now-in-public-beta/

So far, we only publish arm64 builds for macOS.
