Small syntax change in standard #208

In the standard, I would change:

powers of the 7 base measures characterizing the record's unit in SI

to: powers of the 7 base measures characterizing the units of the record after conversion to SI

This makes clear that unitDimension is not the units of the raw numbers in the record.
