Readme: Document how to install a specific version of the tools. Allows users to install "older" releases of openPMD standard validators.
newVersion.sh: New script to bump the version accordingly.

I will needs this PR in a follow-up, so let me merge it already and if we find issues fix it in a follow-up PR.
