Side note: It would be nice if the ci/circleci
check could be disabled.

In the end, once we got admin access, I deleted the travis and the circleci webhooks, sooo we're good now.
It looks like the included
.perltidyrc
was merely a suggestion so far. This PR makes it a requirement and fixes existing violations.
