Check for perltidy violations #38

It looks like the included .perltidyrc was merely a suggestion so far. This PR makes it a requirement and fixes existing violations.

Side note: It would be nice if the ci/circleci check could be disabled.

@mudler so have less work by making us admins (in github and circleCI) and we will handle it :)

In the end, once we got admin access, I deleted the travis and the circleci webhooks, sooo we're good now.
