Extend the import mechanism with tarball download support #72

Similar to #71, direct tarball downloads would serve a similar purpose and give us more options in the future.

The tarball upload feature has been cleaned up and no longer needs to generate a spec file for the indexer. So a downloader would make sense to add now.
