Update containers to Leap 15.3 #42

Both the daps-toolchain and daps-toolchain-mini are still based on Leap 15.2, which is getting long in the tooth. (Docker Hub may also need an updated version, both for the 15.2 container and a new 15.3 container which can be used as :latest.)
