admin: redundant subsection heading in Cloud Upload Setup #319

In the "Cloud Upload Setup" section of the admin guide, the first subsection heading is "Server setup". This subsection heading is redundant. The body of the subsection can be appended to the (immediately preceding) main body of the "Cloud Upload Setup" section itself.
