The Administration chapter (part of the "Reference" section) of the User Guide contains content that seems to belong in the Admin Guide.

In fact, it seems like it would make a much better introductory chapter for the Admin Guide than the current one, which dives right into Installation and Configuration without providing any high-level overview of the Build Service.
