Global Role Bot #13245

Create a global role called bot that admins can assign to accounts to make it easier to distinguish them in the UI and maybe even in notification filtering.

Well not every User that has an .owner association is a bot right?

A bot flag with notification filtering would be very much appreciated. Yesterday i've added a comment feature to the legal review bot, to leave a link to the actual legal review, and am already receiving complaints about notification spam. Allowing users to mute bot notifications would be very helpful.
