Add the Debian ARM port #223

Please add the Debian ARM port next to the x86/x86_64 releases for OBS.

This would help owncloud build packages for that architecture too.

this is not the place to ask for stuff for specific OBS installations like openSUSE build service. Please ask on the mailing list or in bugzilla there.
