src.o.o: make repo organisation more self-documented

Please make the repo organization on src.o.o more self-documented:

Make at least one owner public for each important org.
Make public an admins org or something, so we know who to ask for that, and maybe link this issue tracker.
Please add descriptions to the orgs pool and rpm, perhaps link to more extended docs on this repo or the wiki.
I think there was some proposed layout, but not sure what the current situation is. In which orgs should repos be put that are used by current devel projects on build.opensuse.org ? The docs pointed to from pool and rpm should explain this.

https://opensuse.github.io/scm-staging/user_guide.html says one would not use devel projects but diectly make merge requests to the repo in the pool org. But that is only once Factory or any distro is git based. Is it correct that until then that would conflict with the automatic obs to git import?

I have created https://src.opensuse.org/devel so teams in the git org can be used like groups in obs.
