Rework task to reject submissions and submit them as maintenance updates instead #27

Hello current GM task to communicate to maintenance team ... task expects that maintenance team will do the work.

Marcus mentioned that RM should reject submissions and as maintainers to re-submit them as maintenance updates.

I came up with following text in 15.2. I believe this could be used as a template.

Hello openSUSE contributor

this submission didn't make it to the openSUSE Leap 15.2 Gold Master Please submit it as a maintenance update instead.
