add backports setup as part of Alpha phase #44

Backports need to have staging project setup, we don't really need that for Leap itself.

There seem to be an issue with parallel submit requests. We might want to talk to autobuild about this.

Staging project only accept the single action type SR, the parallel SR from maintenance to backports is multiple actions type.

backports are using maintenance incidents, these are the stagings here at life time of the distro.
