[15.3 retro] overlap package between Leap and Backports #73

With CtLG, the most of package should be moved Backports instead, Leap project should builds openSUSE specific package and KMP only, the openSUSE specific package including branding and desktop-data, in case some desktop package has like BuildRequires: branding-openSUSE then this won't work in Backports because Backports don't provide it since in Backports the SLE specific branding/desktop-data should to be used, eventually we have to rebuild those package in Leap project if it has BuildRequires: branding-openSUSE or desktop-data, along with that, its sibling package might have to rebuild in Leap project also if they are depend on them.

Add it to "future risk analysis document for Leap". Building packages with configuration for Package Hub and for Leap just once has some "gray areas". Sometimes this is simply not possible and we have to build it twice.

Another apporach would be to fix in on the packaging side for particular package.
