[15.3 retro] openQA testing at the pre-integration stage is needed

We need openQA testing at the pre-integration stage(integrated to staging project) to ensure the new checkin will not break main function not until a new product build moved openQA.

Damage Can cause a bad quality in the new product build

Solution To run a maint. update style's openQA test during the change is at the staging project

• launch the latest Leap snapshot
• installing all binaries from the relevant staging
• reboot the system and continue the full tests

Problem to implement the solution

• the most of new change is go to Backports project, Backports's staging project is adi only and it has no source to build a product, have to use the one from Leap
• openQA setup
• publish the content of adi staging then openQA can gather the binaries for testing
