[15.3 Retro] - Backports freeze before Leap #93

Roadmap currently tracks freeze of Backports with RC, as suggested by Adrian.

What we want to do, is to freeze Backports after SLE is frozen (with GM announcement) and then freeze Leap about a week after once the Backports is rebuild.
