The scratchpad-indicator.sh helper was never packaged. The scratchpad waybar module requires it to run, and as a result does not work.
I wonder what the best way to package it would be. I'm not sure it would be appropriate to put under /usr/bin for example.
In my user configuration, I have added a ~/.config/waybar/helpers directory with all kind of helper scripts (flatpak, fwupd, npm, scratchpad-indicator, vpn, wifi, zypper, ...). We could for example provide these helpers under /usr/share/openSUSEway/helpers or something.
