Add wob.ini configuration file for wob>=0.14 #84

Hi, here is the openSUSEway wob.ini configuration file for wob >= 0.14.

I have just submitted a SR for wob 0.14.2 (latest) to OBS so hopefully we'll get it soon.

Note: we'll need to package the wob.ini file that I've added in .config/wob/wob.ini as /etc/wob/wob.ini

Note²: I have sent a PR to wob upstream to auto-detect a system configuration file at /etc/wob/wob.ini, so we won't have to specify the path in our sway config, and our default config will be more easily overridden by the user by simply dropping their own config file under ~/.config/wob/wob.ini (should they ever want to)

wob 0.14.2 has been in Factory for a while so this can be merged. @denisok ?

Once we get wob 0.14.3 (no schedule that I know of) we just need to drop the --config /etc/wob/wob.ini from our configuratiion.
