With a fresh install of Leap 15.4 and installing OPI the error seen when attempting to install Codecs is:

Unexpected exception.
Url scheme is a required component
Please file a bug report about this.

Sorry, this is actually an issue with Leap 15.4 Alpha and not OPI. The repositories were not added correctly during install.
