BLS is entering Factory via systemd-boot and GRUB2 (with the BLS patches from Fedora). Some external tools like mkdumprd [1] use pbl to interact with the bootloader, but seems that some operations for BLS boorloaders are not implemented.
Indirectly, when using BLS the /boot links to vmlinuz and initrd are not created, as they are living in the ESP. Ideally the current default kernel and initrd should be queried from bootctl
