In quite a lot of places, we use the self-closing <para/>s in our DocBook XML, since you can't start a new section directly after a parent section.
We should try to remove those from the output -- this will also improve our ability to use CSS to style headlines directly following each other better.
We also have similar headline style issues in the fo stuff.
