performance="optinal" not shown for substeps #517

Problem Description

<step performance="optional"> is shown as

  1. (Optional)

in procedures. However when doing this in a <substep>, the performance attribute is not visible.

Expected Behavior

Should be shown regardless of the level inside the procedure.
