Add/change formalpara/title for zh-cn/zh-tw #596

Problem Description

Using formalpara/title, for zh-cn/zh-tw the space is too much. Both needs a double byte colon (U+ff1a).

Expected Behaviour

Change key name runinhead.default.title.end.punct to ： for zh-cn and zh-tw
Change for every other language, add   (nbsp)
Remove nbsp in template rule d:formalpara/d:title
