Navbar footer translation #30

Released Chameleon theme 1.0.0, which contains a JavaScript and JSON based localization utility. It can translate the header and footer, which are shared among all sites. So each site don't have to translate them again. Currently only pt_BR, zh_CN, zh_TW language have been translated.

Deployed to en-test.o.o. Please check if everything looks and works and expected ;-)

I'll update the production wikis as soon as you tell me that everything works.

BTW: What's the process for getting more translations? Ask someone to submit *.po files? Or via weblate?

@cboltz Everything works as expected in en-test.opensuse.org . Translation is from Weblate, though not many translators know about it. https://l10n.opensuse.org/projects/opensuse-theme-chameleon/master/
