Disable SVG uploading since don't have ImagicMagic #38

SVG uploading will fail if here is no ImagicMagic generating thumbnails.

I propose to remove SVG support. It is not very secure and rarely used. Users can always generate PNG and upload them.

I'd prefer to add support for SVG files. However, it might take some time because I first want to update to the latest MediaWiki LTS.

Should be easy to enable SVG files, too. Just need to provide ImageMagick executable path.
