New navbar and footer design #49

The new navbar has two rows: the first row contains all openSUSE sites. The second row contains wiki navigation, search and user menu.

Last modification and copyright info has been move to first navbar row (in a dropdown). So the footer becomes cleaner and only contains information of wiki itself.

Also, it is now two column layout, instead of three.

Merged and deployed on en-test.o.o so that we can see how the new design looks in practise.

I like the redesigned global navbar, but I'm not sure if I like moving the wiki navigation from the left column to being a navbar at the top. Not because I don't like the navbar at the top, but without having a left column, the wiki looks somewhat unbalanced ("hanging on the left") and on big screens, the lines become too long. (Maybe add a max-width and/or margin-left? Another option might be to move the TOC to the left instead of having it on the right + max-width for the content.) (As a sidenote - I just learned that the Firefox devtools allow to move HTML elements around using drag&drop. That makes testing such suggestions very easy :-)

Also, there's some CSS that conflicts with the dark mode. https://en-test.opensuse.org/openSUSE:Members is a randomly-picked example page that shows some of the problems.
