Enhance lock timeout and waiting for PK #427

Check/Fix:

only via environment: ZYPP_LOCK_TIMEOUT=
negative ZYPP_LOCK_TIMEOUT value doesn't seem to do anything
Waiting for packagekit is a pain, the offered "tell packagekit to stop" option has never worked for me.

Just wanted to add Bug 1202796 - Zypper can't stop PackageKit as a reference here for the third point mentioned.

I don't have an openSUSE_IDP login credential, but I think even the name PackageKit should be changed to the actual process name. I go looking in Gnome System Monitor 44.0 and there's no process that says PackageKit, so I can't Kill it.
