Document key decisions to make when implementing Open Booking API and how they effect Test Suite configuration and use #65

The purpose is to reduce the number of surprises that a Data Publisher might come across when implementing Open Booking API. For example, if they are aware at the beginning that they have to, based on their desired outcome, implement OpenID Connect-based auth and the Test Interface Datasets endpoints, this will allow them to better estimate their work and hopefully feel less disoriented from surprise expectations
