Booking confirmation message via `customerNotice` #180

Although attendeeInstructions were originally thought to be sufficient to cover messages sent to Customers after they have made a booking, certain instructions are often kept private and communicated after the booking has been completed.

The customerNotice mechanism within the specification already suites this purpose, however it is currently not clear from the specification that a customerNotice included in B must also be communicated to the customer by the Broker.

Note that this use-case needs a different feature to the customer-notice-notifications feature (which is ad-hoc) and instead needs to be based on inclusion in B
