Revisions to Section 4.5.3.

Section is now normative as it defines recommended behaviours
Applications MAY use any structure they should
Applications SHOULD use standard models
Applications SHOULD use the Modelling Opportunity Data specification where it applies
Applications SHOULD document any bespoke models

Added relevant specifications to localBiblio to ensure they appear in references.
