Periodic job runs seem not to be executing #348

To Reproduce Steps to reproduce the behavior:

Go to https://batch.openaddresses.io/data/591/history
Scroll down to history
See that the last job was https://batch.openaddresses.io/job/316667 ran on 2023-01-25, likely resulting from merge of https://github.com/openaddresses/openaddresses/pull/6102

Expected behavior I expected to see more recent job runs, latest no more than a month (or so) old.
