[x] Explicitly pull ubuntu:14.04 image to enable cache use when building openaddr-prereqs.
[x] Replace Docker Hub with load/save and S3 to address Docker Hub cache oddities introduced in June
[x] Update EC2 autoscale launch configurations to match ops/run-ec2-command-userdata.sh
