Numpy version number in requirements.txt too low on MacOS

Dependency error when building (Mac OS 13.1). Changing numpy Version number to numpy==1.24.1 makes error message disappear.

I don't think it's mac related. Have you tried python3.8?

This is unrelated to OS version, rather than python version. The last change on requirements.txt was done 8 months ago, I think it is time to bump up versions for all related pip packages, including numpy.
