updated links in README.rst to Guidelines v1.1.1 #63

First pull request to updating the Guideline links.

Andreas, the DOI we are having there points at the "Concept (all versions)", so it automatically gets translated to the latest released version. Would we want to introduce additional maintenance burden by having release-specific DOIs? If needed, could we perhaps have an explanatory text next to the widget box?

Jan, yes of course. For a consistent approach, I changed the SVG DOI image and updated the links to present/link to the latest one too. I think, we don't need the new versionDOI but we should update the comments to actual version number.
