The decision for tiller regression is made by comparing a "par/surface" value with the parameter PARt

Currently, for the computation of the par/surface value :

Blades only intercept light when they are photosynthetic
All the other organs intercept light (whether they are photosynthetic or not)
Blade surfaces are only considered for photosynthetic blades
The surfaces of the other organs are always taken into account (whether they are photosynthetic or not)

This needs to be changed to :

Only photosynthetic organs can intercept light
Only photosynthetic organs are considered for the computation of the tiller surface EXCEPT for sheaths
Sheaths are always taken into account for the tiller surface (whether they are photosynthetic or not) to account for the sink constituted by the growing organs hidden inside senescent sheaths
