Implement new views and algorithms for network map and cost map #36

The current openalto does not implement network map and cost map.

To implement them in the current framework, we should:

Add new views in src/alto/server/northbound/alto/views.py
Add new renders in src/alto/server/northbound/alto/render.py
Add new algorithms in src/alto/server/components/backend.py

For the algorithms, there are some suggestions:

Manually configure the map in a local file
Use geoip2 database to generate PIDs (e.g., group by asn, country, etc.) and costs (e.g., calculated by geo-distances)
Migrate the algorithm of Sextant (e.g., using BGP-LS)
