Build hackathon environment

The hackathon environment should include both development environment and demo environment.

• development environment should provide
  • necessary toolchains for building system
  • automation tools for all kinds of tests
• demo environment should provide
  • minimal dependencies for system running
  • automation tools to generate demo infrastructure (networking, transfer submissions)

For development environment, we have done the building system (https://github.com/fno2010/ietf-hackathon/tree/fts/docker/rucio-containers/fts-dev) to build the binary from FTS source code. But still, need to

• [x] link the binary to the demo environment.
• [x] document how to use the environment.
