Solution

Specify the SMTP server to be used for Send Lockout Notification in "Email Service" of "Services".

Testing

Config Email Address to Send Lockout Notification
Config "Email Service" of "Services"
- Config SMTP Auth and TLS.
Config "Password Reset"of "Services"

Lockout at login sends an email.
Lockout at password reset sends an email.
