add extra query params to `v3/owners` resource

Add these query params:

• countries_id
• iso
• coordinates
• radius
• bbox
• monitor

I dont agree with monitor in this case. using monitor=true would only tell me that an owner has "at least one" monitor, which is only marginally helpful. And I think from writing the query could be uneccesarily complex. everything else seems reasonable to me.
