62 Adds a tooltip on some of the form inputs

It sounds like clarification on the units for the integer inputs triggered this feedback, so I started with adding tooltips to those form fields. Is there a need to add tooltips for other input types?

Added extra styles to tooltip text Switched out tooltip button for collecticon icon Created common form-input component

This could be done for all of the different input types in the future. I think this will make it easier to reuse forms across the app if need be in the future
