updated councillors of knox city council for issue #97

update for the know city council issue #97

I'm wondering if there are way to make this request easier for administrator to review, since it came up as a problem we want to solve. For example, in this case, I added 2 new councillors, and added end_date for the other 2 who has been replaced.

would it be helpful? It maybe adding more work for the contributor, and it maybe possible only because Knox City Council has relatively small number of councillors and changes. Mostly just trying out new things to think through...
