update introductory text on homepage to clearly present electionleaflets as an archive #257

On the electionleaflets.org.au homepage, change the message "Sadly, we will not be collecting leaflets this time Unfortunately, the OpenAustralia Foundation doesn't have the time or the resources to run Election Leaflets during upcoming elections.

We'll hope to say more on this soon…"

to something like:

"From 2010 to 2016, Election Leaflets enrolled the help of libraries and volunteers across the country to collect and annotate election leaflets. With no law forcing truth in political ads in Australia, building a library by gathering, annotating and sharing these leaflets was one way to 'keep the bastards honest'. It seemed to help – we noticed less dodgy behaviour over that time. But now, most political ads have moved to the micro targeted ads, and that's a whole new challenge that arguably has set democratic information sharing, transparency and accountability backwards." Search this archive, or download a collection. Find more election and political ephemera collections at the National Library who still collect your leaflets, and host collections of many more elections' materials State Library of NSW, State Library of Victoria, State library WA , Library and Archives NT, and Libraries ACT"

I know there's already a banner to search and that keeping text as it was is common with archives but the last message isn't so helpful anymore.

May be something short, also link to information about how to access and what you can do with the resources (open source software, scans, annotations) generated here. Something like:

"This digital archive offers a comprehensive collection of annotated election leaflets from Australian elections spanning 2010 to 2014, curated for researchers examining campaign strategies or individuals aiming to replicate similar services locally. Get in touch about data integration or explore the source code for 'Election Leaflets' available on Github. You can freely access and redistribute these open-source materials. For more information on usage guidelines and the range of possibilities with these resources, visit the Open Australia Foundation.

The link to electionleaflets is dead though as that page seems to have been deleted. There is however a save on the internet archive https://web.archive.org/web/20190403010036/http://www.oaf.org.au/projects/election-leaflets/

This page needs a rewrite to describe this service in more detail. Creating another issue for that.
