Track unsubscribes #1

This PR:

  1. Adds information about how many people have unsubscribed from PlanningAlerts in the last fortnight
  2. Removes the caveat from the readme about bad subscriber data (fixed in PlanningAlerts today)
  3. Refactors so it only hits the super slow PlanningAlerts api once
  4. Adds a test mode so we don't annoy people in #townsquare
