Upgrade Ruby to 2.3.1, to stay current
Add quickstart documentation to the README, to get new contributors up faster
Fix timeouts when calling https://www.planningalerts.org.au/performance/alerts.json, because it's taking a really long time to respond.

This should fix the scraper failures on Morph which have been happening for 10 days:
