Add commenting to scrapers #386

We'd also need to use their API so we could send comment alerts to the the owners of a scraper.

Might be better using a self-hosted Juvia instance to avoid relying on a third-party commercial service.

What makes disqus nice is that you can the discussion right on the page that's it about. Discourse has an API so potentially something like this could be added with that?
