Move ticketing system to github issues (OAF-125) #124

Github issues is simpler, faster, easier and we don't have to host it.

Amen. This is something I've looked at before and I've just done another round of research.

I can't find anything useful out on the net that has done this. There are some hacky scripts on GitHub but we need something much more high fidelity.

You can export a list of issues from Jira as XML through issue search (it's actually RSS). It's then a matter of formatting the output (e.g. HTML to MD conversion of the description, and adding comments (just in the GitHub description?)) and posting it to the GitHub API.

Other things to consider: setting up redirects from tickets.openaustraliafoundation.org.au to GH Issues as much as possible to preserve links.
